It matters because politics. In theory there's really no need for specific hate crime laws because murder is murder no matter why you chose to snap at that moment, and there's not exactly some huge rash of it requiring heavier punishment to discourage people/make the politician look like they're doing something to 'clean up the streets'...but it exists as a law anyway because the politicians in office wanted to appeal to the extreme fringes of their base. I don't have to support the law or agree with the reasoning behind it to understand its definition.
