I've never believed Boogie has had a therapist. I genuinely think he says that to keep up the "I'm mentally ill" image while also being able to play that card when people say he isn't doing enough ("I'm trying to improve, I'm going to a therapist!")

It depends on the state, but in general, it doesn’t matter who owns the firearm unless the person is a prohibited party like a felon or mental case. Boogie is a melon but not a felon, and a retard but not a head case. Likely there is no issue here. Boogie was responsible for pulling the trigger and that is the issue here.
