WASHINGTON — The White House on Thursday said the Food and Drug Administration will finally start clearing the way for imports of baby formula from overseas to address nationwide shortages — months after it shut the main US manufacturer of the products over a salmonella scare.
But the Biden administration failed to provide any details about what specific changes would take place, an estimate of how long it would take for the crisis to pass or even when President Biden was first briefed about the shortfall.
The shortage has hit some states especially hard and is linked to a large recall by Abbott Nutrition that began in February due to safety concerns at a Michigan factory. Two infant deaths are believed to be linked to bacterial contamination.
“The reason we’re here is because the FDA took a step to ensure that babies were taking safe formula,” press secretary Jen Psaki told reporters, sidestepping the issue of why no governmental authority sought to find alternatives to the plant to stem the looming shortage for months.
“There were babies who died from taking this formula, so they were doing their jobs,” she insisted.
A White House fact sheet said that “the FDA will, in the coming days, announce specific new steps it is taking concerning importing certain infant formula products from abroad,” though a senior administration official said on a White House-organized press call that they could not share additional information on the FDA plans.
A loosening of import restrictions could have a significant impact. Currently, about 98% of US-consumed formula is produced domestically.
The factory in Sturgis, near the Indiana border, has been shut since the February recall. Ultimately, no salmonella was discovered.
Despite Abbott revealing earlier this week that it could resume production within two weeks pending FDA approval, Psaki insisted that “the FDA is not going to approve manufacturing again unless they are certain of the safety” of the facility. Meanwhile, though the crisis has brewed for months, Psaki declined to say when the president was first told about the matter, saying only: “I’m not going to get into internal briefings; he’s been made aware of it through the process.”
As nursing mothers become increasingly desperate in seeking out formula, the press secretary also blamed “hoarding” for fueling the crisis rather than give an answer about when the administration thought it would end.
“What we are seeing, which is an enormous problem, is hoarding — people hoarding because they’re fearful, that is one element of it. And people hoarding because they are trying to profit off of fearful parents,” she said, adding: “More infant formula has been produced in the last four weeks and in the four weeks preceding the recall.”
Biden declined to comment during his only public event Thursday — a brief evening photo op on the White House lawn with visiting leaders of ASEAN nations.
When asked if he had a message on the shortages, Biden replied, “Yes. But not on this occasion. I just spent a couple hours on the phone.”
Biden is urging state officials and the Federal Trade Commission to prevent price gouging and encouraging states to relax rules about the types of formula low-income parents can buy through the Women, Infants, and Children (WIC) program, the White House said in a release.
An administration official said on the press call that federal authorities have since February been working with states to relax WIC policies on formula purchases.
Also Thursday, Biden held calls with formula sellers Target and Walmart and manufacturers Reckitt and Gerber after Congressional Republicans accused him of an inept response to the crisis.
The presidential calls were closed to reporters, but Psaki said Biden inquired about how the government could help. The calls were not on Biden’s daily schedule and were only announced after House GOPers assembled for a press conference to condemn his response.
Rep. Elise Stefanik (R-NY), the No. 3 House Republican and mother of a baby boy, slammed Biden’s handling of the crisis.
“I cannot think of a more harrowing, panicked crisis for parents to face than desperately trying to find food for their newborn babies,” she said.
Stefanik said her office first contacted the FDA about the issue in February and claimed that “we received no substantive response — Joe Biden simply has no plan.”
“My son Sam is nine months old. He is formula-fed and even in my trips to the grocery store in upstate New York, the shelves have been fairly empty,” she said. “There was an article just today about families having to drive hours.”
Stefanik added that “babies have been put to bed hungry” and argued that the White House “should have had a plan for the shortage months ago. Instead, bare-shelves Biden has continued to pass the buck.”

I think we're seeing the result of decades of Democrat leaders sabotaging anyone who might replace them. The last thing they want is for someone who's better looking, smarter, and more charismatic to come along and kick their moldering old asses to the curb, cutting off their easy paycheck and massive pension when they retire. We have an established track record now (not just Kamala, other Dems have this weakness, just look at AOC) of people rising the ranks through their online engagement and then getting hammered, even by an initially friendly press, over the course of their time in public life because of gaffes.
