I think the more likely outcome of glowops is that they instigate it by fishing for pliable patsies, then sit back and watch the fireworks. Sometimes they catch them before they actually do anything, sometimes it gets out of their hands.
For the former, look at any stateside "terrorism bust" they've done in the past 20 years. Invariably they chat up some arab loner kid and convince him to buy some inert C4 looking compound, then blow it up in the news for arresting the guy they talked into buying fake bomb building materials.
For the latter, look at the Garland TX mohammed picture contest shooter. That was absolutely a glow op gone out of hand. Look at the Whitmer hoax, where they kept literally begging (including offering weird basement dwellers large sums of money numerous times despite their denials) before they finally pounced and heroically stopped a governor's kidnapping... that they orchestrated and just lasso'd a handful of losers into sort of almost kinda nearly saying they would go along for the ride.
You don't have to have some major plan to get a person inclined to this sort of thing to commit a criminal act. The act committed may not have even been intended, but perhaps they sat in their glowie discords, feeding him scraps until he finally snapped and went out and did it himself.
It's all beside the point as we will literally never know. That's the beauty of fucked up glow-ops- infinite deniability! The sheer stupidity of the ones that we do know about make people speculate about the weird ones (like Vegas) as well as the ones that are probably just some loser gone nuts (this one, dylan roof)
