As for glowies singling out people, do I think it happens? Sure, but I think it's avast minority of their actions. Their purpose in general is threat assessement, reduction and eventually destruction. To do the first two you need up to date models and data on what various groups do when various pressures and materials are supplied. It makes more sense from an 'individual agent time/benefit' view of things to apply pressure to groups, or form groups, then see how they act to better track how 'wild' groups behave than it does to fuck with individuals.
