Personally looking at the kid he’s clearly a fat autistic retard with mental issues, but I think he was coached (probably not even knowingly) and there was more involvement with certain powers here than seems obvious. the part that glows the most though is how it looks like it was specifically written for gun control advocates to point at to prove their point. it mentions illegal modifications and put an emphasis on how easy it is to obtain a firearm, even including websites to buy ammo/gun parts on. the second part is mentioning a list of specific websites, including the gun websites. someone said it was written like an “atf wishlist” which is a pretty good way to describe it. these websites are going to be shut down within a few weeks and the owners are going to be involved in a federal investigation.

personally i believe that this kid was influenced by /pol/ whether it be other users or feds. i think both, /pol/ is crawling with glowies and its pretty plausible that they led this kid to a discord server or something and groomed him into committing a shooting. imo there’s some level of federal involvement. that manifesto was an outline for stronger gun control, and i think this dude was too low-IQ for it to be some sort of 5D chess from him alone.
