What you're describing already happened in....the American Civil War. Destroying key enemy infrastructure such as trains or roads along with denying essential supplies to get in is what helped the federal forces win that time and would yet again in a repeat situation.
In all reality any strongholds of opposition would have essential services cut off and they'd turn on one another quickly. The federal government would be offering bounties on anyone involved and anyone dumb enough to try something would be sold out and dealt with.
Let's do a little mind exercise here. Think on it for a moment. Let's suppose that the federal government cut off all access to everything that makes a comfortable life. Electricity, fuel, lifesaving medications such as insulin for diabetes or nitroglycerin for heart problems. Easy access to food. The Internet, mobile services, even radio broadcasts gone overnight. Let's then suppose said government then tells everyone affected in that area it's because a few bad actors won't behave and access will be restored once things get under control.
Do you honestly, truly in your heart believe that the people they want in custody or dead wouldn't turn up on their doorstep? The vast majority of the people in the US are normal folks trying to live their lives. They're currently being given the carrot. If people wanted to try something, everyone would be given the stick. Your average person doesn't want the stick.
People espousing the idea that a rebellion could overthrow the federal government don't really think over it objectively. Having a cache of small arms isn't really going to mean dick when your neighbor hates your guts because they can't eat a cheeseburger and jerk off to porn for two hours.
