Central New Yorkers have been leaching off the title of "Upstate NY" for too long. If it's not on the Metro North it's not Upstate NY Ree. Buffalo is Western NY. The autism I have from people calling Syracuse and Rochester Upstate NY make me REE.

I'd personally assumed that "Upstate NY" referred to everything in NY that wasn't NYC. I'd never really had much cause to look into it though. Is there an important distinction beyond geographical location?

Central New York is poor rust belt cities with dead factory jobs. Upstate New York is where people move to while working in NYC from the suburbs. It's like comparing Long Island to Detroit.

To edit the post there's more of a reason that it happened in Buffalo and not Westchester County or Rockland County. Buffalo is an incredibly poor city. You have Love Canal and Niagra Falls out there. Buffalo is pretty much Ohio and most people who live in those areas have specific jobs based on the cities. Syracuse is a defense company city with a lot of military jobs. Buffalo had major companies there but they all left.
The shooter went from Binghamton to Buffalo to go on a shooting spree which is a pretty long distance to drive.

The question I have is if aiming specifically for a black neighborhood why Buffalo and why a grocery chain like Tops.

The second possibility wouldn't really make sense, as if that were the case the name in the logs would be "Deleted User" unless he edited it to be the account name.
