You're mostly correct but no, Fascism was distinct from Nazism. For one, Mussolini stated that race had no place in Fascism, he kept a Jewish mistress and had Jews in his cabinet. Mussolini was also not previously a Communist, he was previously a Socialist. It was Hitler who was previously a Communist before becoming a Socialist. Fascism was Anarcho-Syndicalism turned National-Syndicalism, whereas Nazism was National Socialism with racism.
