Now don't quote me on this and I'm not keen on really zooming into that butchery but it kind of looks like bullous phemphigoid, which is an abnormal response by your immune system which causes it to attack your skin. Cause unknown, but there are many different possible contributing factors to it, such as UV light exposure and various medical conditions such as the beetus.
Looks horrifying, but it could go away on its own after a few months, and the doc probably prescribed corticosteroids for it. Not really a high-risk condition unless you're weak or old.
