I think he does it because it's one of the only ways he had to flex some kind of power over people (had because YT makes it much easier to evade his bans). He thinks that if someone has to apologize, they'll be either be too embarrassed to do so and be rid of a troll or believes that it'll make people stop to not have to do it again.
