The thing about shortages in a capitalist system is enterprising individuals will acquire excess where it exists, and move it to where its needed. The problems occur when there's no longer excess in one place, but another area is still so short its profitable to make the problem in one worse to help the other. On the face of it this is good, but what it also means is that any prolonged supply issue in an area will become a supply issue everywhere given enough time. Even if the west coast is importing enough fuel on paper, in practice this would be moving a lot of last leg fuel trucks out to the other coast to move that gas around, so now you've got less to work with.Is it only the East Coast that's being affected, though? Its too late to restart domestic production, even if any of the oil related cancellations were uncancelled tomorrow with blank checks and legal "We guarantee your operations for 50 years" level assurances from the government, production would not be able to ramp up in time to fix shit before the midterms, so all it'd do is tank their environmentalist voters and give the republicans a win from "look, their policies failed and they're backpedaling." Same goes for foreign imports, Europes gonna be fighting too hard for energy supply too, and OPEC has decided this ain't their problem to solve. The only option the Administration really has at this point to limit the actual damage of the fuel crisis is rationing programs - they don't need to start right now, but they at least need to start moving to put the infrastructure in place at the state levels, if not federally. The reason we floated for a bit was that while Biden killed Keystone, he didn't fuck everything else up yet. Over 2021, he absolutely got on that shit.
The end result is that we went from a surplus to a massive shortage and we're now at the point where the production rate is completely unable to meet demand.
They don't. Their crude oil requires a certain type of refinery process that funnily enough is largely an American expertise. The operators and maintainers within Venezuela have long since fled or got other jobs and the existing infrastructure is rotten. In order to fix it, the Venezuelans would need to work with American facilitators. Which isn't happening.And I don't remember if Venezuela still even has the capability to refine oil at this point.
