No fear, will spoiler for general awfulness. Note : if any farmers can read what appears to be Malay(?), your input would be appreciated and insightful as to what this poor kid has according to his parents (although I have to agree, pretty obvious hydrocephalus and general facial deformities)

Since they're clearly non-english speaking, any idea where they live? Might be another case of people in a developing country who might not have had much option with their FUBAR kid. Hesitant to judge non-english spud parents without a decent translation of their situation since I know lack of even basic Healthcare (including abortion access) is still a problem in many countries.

Looks like the baby has anophthalmia, or lack of eyes. It's hard to say with certainty, though, as increased intracranial pressure can deform the eyeballs.
Edited to say I'm almost certain the family is Indonesian.
It sounds like this baby has a LOT of things wrong with it. The facial issues suggest some degree of holoprosencephaly (incomplete division of the brain's hemispheres) to me.
