Extreme narcissistic personality disorder combined with below average IQ. The end result is a man who is below average intelligence but who sincerely believes he's the smartest man on Earth. The combination makes him even dumber than he would otherwise be.

It would be sad if Russell were worthy of any sympathy or pity, because there's millions of good, well-paying jobs that you don't need to be very smart to do, and he could have a much better life if he wasn't such a raging narcissist.
