You can get a Capital One card a couple of months after bankruptcy. For the first year, you make a deposit for the amount of credit you have, but they refund that within a year of on-time payments. You do this for a year and you can have low 600 credit score. From here, you will have no problem getting a few high-interest rate cards to rebuild your credit. Within 3 years, he can get great interest rate cards assuming he doesn't max off his balances and pay late on his mortgage and whatnot. Phil lacks that discipline, like many mature adults.

Don't forget the Vest Streak™ happened right after his bankruptcy was granted, or at least very closely coincided. I think the one-two punch of both events happening back to back hurt his self-control (to what limited extent he ever had any) much more than either event alone would've.
