There's no munchieness going on here. The fact is that no doctor but the one she found would place a shunt because it wouldn't do much if anything. Luna's brain is mostly fluid-filled cysts. Check out the OP lots of this is explained in more detail.

The only neglect that happened is narc mom neglected to go to the hospital after she was in hard labor for 24 hours with no progress. Luna's swiss cheese brain is a catastrophic birth injury caused by failure to get enough oxygen because she was stuck in the birth canal for three days. She also had the cord around her neck which may or may not have played a role.

Luna doesn't have hydrocephaly. Her condition is a lot more complicated. Her brain has degenerated into multiple fluid-filled cysts, which isn't the same thing. This is why almost every neurosurgeon narc mom went to refused to put in a shunt; Luna would require a lot of shunts, and it wouldn't prevent new cysts from forming. The shunt she did get was highly experimental due to the nature of her condition. As evident by her head, draining one cyst didn't do a lot of good.

You'd assume it was severe hydrocephaly by looking at her, but it's actually a very rare condition called multicystic encephalomalacia, which can be caused by a birth injury like Luna suffered while being born for an excessive amount of time.
Not only is there excessive fluid like hydrocephaly, but her brain has been destroyed and replaced with a large number of fluid-filled cysts in various sizes. That's why she has those constant seizures. Her brain is trying to send signals but they can't be delivered when her brain is destroyed like this.
The surgery she got was experimental and didn't help her longterm because it can't drain every single cyst (there are many), only some of them (not sure if a single one is being drained by the shunt, a cluster or what as I'm not familiar with neuroanatomy).
She's definitely a neglector though, as you observed. There has been debate over whether pain relievers would even help her bc her brain is probably so ruined she cannot even feel pain, but it's still irresponsible that Robyn turned down the pain relief that was offered as part of the hospice program Luna is in, in case she is trapped in there suffering with no relief.
Robyn hates pharmaceutical drugs because they're unnatural, lets a PT swing Luna's head unsafely like a rag doll, brings a speech therapist who brings noisy toys with flashing lights made for babies with brains that send Luna instantly into seizure mode, pays a chiro to poke her soft spots and puts essential oils in Luna's mouth which can cause burns and are unsafe for internal use.
It's a real shitshow and the thread is worth the read, even if you just read the OP, which is well done and outlines it all pretty thoroughly.
