My two cents: maybe because true artists with talent let their art speak for them. They don't need to draw (no pun intended) attention on their persona.
Mediocre artists, on the other hand, have no other way to become "relevant" than to act crazy.

Another explanation might be that those "mediocre artists" aren't artists at all: they're just crazy people with a very basic concept of drawing.
Learning to draw takes time and dedication: follow courses, learn from your mistakes, accept constructive cricism, find your style, etc. Crazy people don't have the mental resources to embark in such a long journey.
