Historically it means someone paid to promote a product, like a celebrity endorsement. In the social media age, it means someone who promotes your product, maybe for money but maybe not. Large social media influencers with good management get paid but people with smaller followings might just do it for free stuff or sometimes even a discount code if they're really bad at negotiating.
