I'm going to guess that both of these are just Chris misrepresenting them being forced to restrain his neck/head due to him repeatedly bashing his head against the floor in tard rage after getting his limbs restrained and held down. There is apparently enough demand for how to hold down autistic kids having a violent freakout to warrant lots of graphical illustrations:

They still have them for certain official title rolls like Keepers of the Keys and Black Rod and they still use them in the Lords for ceremonial occasions and official state occasions, I am with you though they should bring that sort of stuff back in general.

Then again I also want them to remove the prohibition on Swords being worn by MP's and the removal of the Law regarding wearing armour, let them settle disputes the old fashioned way and lets see how much they really care about the legislation they are trying to shaft us with when a gauntlet can be thrown down.
