Vtuber is definitely bigger in japan but you also need to realize that the biggest YouTuber in japan is just around 10M - 15M sub compared to the biggest YouTuber of the world where you see 50M - 100M sub. I also don't think sub matters alot.

Japan doesn't have a lot of YouTubers period that reached that many subs. Japan just has a lot more people tuning in live relative to the amount of subs a Vtuber has. Compared to even big twitch streamers JP Vtubers tend to hit above their own weight class despite not having as many subs/followers.
