I think Phil views the world like a cartoon or sitcom where everything is a stereotype, so all black people are naughty people who RHAB you or something. And all woman are whores who aren't his wife/mother/horse.
Does he think soccer is a darkies sport for some reason?
He thinks he had to wait for the deliveries before. Who do you think gets their food first? The renton recluse who doesn't tip or wealthy famous soccer players?
That's part of the problem of having such a limited world view and no real friends/coworkers to socialize with. Phil's primary interactions with the world come from tv shows/movies from his youth and maybe a sprinkling of twitter news. Phil is also too stupid to realize that popular media isn't always based on fact, as shown by him believing wrestling was real. It's also why some of his obviously fake stories are just retellings of things he saw on TV.
