If that price happens to be a certain average price with the tax that equvilibrium price is still the same if you remove the tax.
The only thing that will happen is that some other middleman will get that money. But the price at the pump will very quickly revert back to the original price. Because it has to.

It’s not Biden deciding this, this is basically the consensus of every Fortune 100 out there. If that means $6/gallon on average, then so be it. There’s no getting off this ride. It’s why he thinks temporarily lifting the gas tax is a great idea.

The moment he approves permits for drilling is the time a 25th Amendment movement grows until he falls in line. However Biden won’t, his entire political career consists of being a yes man for any corporate interest.
