This decision only removed abortion as a de facto constitutional right, it didn't prevent the legislative branch, at any level, from passing laws legalizing it or banning it. In fact, that's what the decision specifically recommended.That's not how that works.
Congress does not have unlimited powers to do whatever the fuck it wants to short of things the constitution explicitly disallows it to do.
The constitution is inherently a white list of what the government can do (with the bill of rights being a special case, which is why they were passed as amendments).
Every single piece of Federal legislation must be rooted in a granted constitutional authority in order to be valid. Otherwise a simple suit that points out the lack of constitutional authority to do what was passed is enough to defeat the legislation.

The people who have raised abortion up into a sacrament of the radical left viewed any restriction on abortion as an intolerable assault upon a supposedly inalienable right. So, while moderate pro-lifers and normie pro-choicers could have gotten behind a compromise such as this, the Dems' constant kowtowing to NARAL and other such lunatics prevented any such compromise from happening. I'm not sure, at least into the 00s and 10s, whether or not the Reps had such a rabid "NO ABORTIONS EVAR!!!1!1!!!1!" faction with their collective nuts in a bag to have prevented such an arrangement (outside of a few of the reddest of red states).Wouldn't common sense laws still allow free-range abortions but LIMIT them based on the trimester of the woman's womb?
