It's called a compromise. If both sides are somewhat unhappy with the outcome, it's probably a decent compromise. That's how those things are supposed to work.

My ideal is to put the limit at the point where you detect fetal heart beat or brain waves, since those are the objective signs of human life that overcomes the "clump of cells" cope. I think that's around 10 weeks on average (Texas puts it at 6 weeks which I think is incorrect but erring on the side of caution). Then add exceptions for saving the life of the mother, and a carefully defined "physical health of the mother" exception.

If Florida is going to start out at 15 weeks, a pro-lifers will probably take that as a good starting point and work down to 10 in the future. It's certainly better than having Roe stop all progress in that direction. In fact, the Dobbs decision explicitly cites this as a reason why Roe and Casey were so terrible:

If I recall correctly, the concept of quickening goes back to even pre-Christian societies and was merely adopted as a convenient demarcating line.
