Our imaging satellites don't have anywhere near that resolution. There was the hysteria in 2019 to bash Trump over "leaking" milsat imagery of a failed Iranian missile launch. Whether he released it because he's an idiot or whether it was calculated by the Pentagon, it made waves because it had something like 10cm resolution. Some analysts couldn't believe it wasn't from an airborne asset. That's with a 2.4m mirror. It wouldn't surprise me if that isn't the best we have, but even doubling it's resolution wouldn't put an image satellite in the realm of lip reading. That doesn't even begin to address the speed satellites orbit at and time on target for video, which I'm not sure video sats even exist because of how limited they would be.

This is literally 1970s or earlier noise reduction technology. It's applied everywhere all the time.

In this particular example, you'd employ two microphones, A and B. A is aimed at the surf specifically and B is aimed at the conversation. On comparing the two signals the surf will show up identically, but the conversation frequencies only on mic B. So now you've got the data to amplify the conversation and filter out the noise.

But you say Ah! The surf is so loud it drowns out the sound! Well, then you wouldn't hear the conversation either, would you? You're by default speaking over the surf.

When the characteristics of the noise are known and are different from the signal, it is possible to use a filter to reduce the noise. For example, a lock-in amplifier can extract a narrow bandwidth signal from broadband noise a million times stronger.
