I think $16bn went to replenishing arms that we already gave Ukraine. IOW MIC kickback. It got divvied up all over. 2: Wait to go full nuts, pass the infrastructure bill to pay off the RINOs and make them complacent.
3: BBB to pay off their larger debts, set financial groundwork to set up all future election shenanigans in every state.
4: Pass election law to legalize and mandate all elements needed to repeat the electoral actions.
5: Never ever lose again.

They were supposed to have comfortable majorities in the House and Senate.
Their puppet was supposed to remain mostly functional.
The economy was supposed to spring back to full force once lockdowns were stopped.
