Twitter indeed uses IP bans, phone number bans, device IDs for app users and cookies for browser users.
It's easy as piss to detect ban evasion as twitter records which IP addresses specific account

Spammers get flagged indefinitely, no amount burners, VPNs or other ways get you around that.
Twitter will auto suspend you on account creation or detection of suspicious activity.
IE getting hundreds or thousands of followers within hours to days without interaction or following same posting pattern.
So ALL of Keffal's account are either suspended or locked right now. Using a blacklisted phone number or something that doesn't match your detected region gets you instabanned.

A friend recommended that site to me, but it still appeared sketchy. I know they accept crypto but at the time it'd be considered suspicious to use the service.

They often do it by phone number I think. And these days any new account without a verified phone number will get your replies buried in the "show more replies" section. It's all gotten a lot harder within the last couple of years. I tried to make a twitter account about a year ago and it got flagged for something random and locked down for a while (maybe too obviously using a VPN? I don't remember, it was a while back). And I have never been banned and wasn't even trying to set up a troll account, I just use twitter for lurking.

That's if they even let you go with just an email. They'll usually always ask for a phone number if they think you liking pictures of pigs is suspicious.
