This actually made me think of kawaii who apparently give their talents an actual budget for music and art, which I guess is because they do have some sort of direction they want to steer their talents towards + having a successfully backed kickstarter recently for their idol project.Depends. Covers/Originals are great money, this is why even if you're not a singing talent, you will be doing karaoke or a cover/original at one point in your corp career. The only reason Indies and small companies doesn't "enforce it/do it" is because of the cost involved. A lot of indies honestly can't afford it unless they get favors from friends or can do it themselves.
It does give them more of an incentive to produce covers/originals when your agency actually does shit like that for you. As well, being given a clear direction of where they want things to go helps a lot. It also makes me wonder what direction do the other agencies want to take with their talents.
