Under US copyright law, YouTube isn't the one to make the call on if something is Fair Use or not - only a court can officially decide that - so when people claim something is Fair Use, they mean "I can easily argue this as Fair Use and win in court." Since YouTube is fucking massive and gets a lot of uploads that clearly aren't Fair Use, like uploads of full movies, they physically can't review DMCAs on a case-by-case basis, and have to give the claimant the benefit of the doubt in a dispute, with the victims only reprisal being the option to dox themselves and file a counter-notification that puts the video back up in some amount of days should the claimant not sue them.
