Well, the police aren't going to ignore any emergency calls. I would presume it's standard procedure for them to take some sort of action whenever a call is made. A preemptive call like this is made in hopes that the police will take the information into consideration and respond with less force than they may otherwise.I'm not sure it works like that. I dont think police departments keep a list of names/addresses that have called ahead to let them know to ignore any potential emergency calls regarding their house for the indefinite future.
Phil just said he called ahead or whatever to try to make himself look smarter than the trolls but it really makes no sense if you think about it- if there really was an emergency and someone took Phil hostage in his own house, would he expect the police to not respond appropriately?
Also it would be easy cover if you really were going to commit a crime if you could just call the police department ahead of time and tell them to ignore emergency calls at the location you're going to. Dsp is just a retard.
I'm sure that police can and do make notes on a resident's file if they feel there is potential for a call to be false. In particular, this is likely to be done when there have been false calls in the past. What a department does when a new resident makes a call like Phil did probably varies. Some departments may do some research or ask for more information. Some may basically ignore preemptive calls.
But yeah, you're correct that there is potential for someone with bad intentions to use something like that to their advantage. However, the police won't flat out ignore an emergency call, so I don't know how effective that would really be.
