When Phil first moved to Washington, he contacted the local police and let them know that he was an internet personality, and that it was likely that someone would make a false call in an attempt to "swat" him at some point in the future.
I'm not sure what video you're watching, but based on what you posted, it just sound like he worded things poorly which perhaps made it sound like he called them just ahead of that specific incident, which was not the case. I'm fairly certain he's just referring to his preemptive call to the police.
Being that they (supposedly) thanked him for that, and that they didn't send an actual SWAT team to kick down the door, I guess they must've made a note of some sort regarding his call, and acted accordingly. Phil's fairly lucky regarding that, since I'm sure some local police departments would have basically disregarded such a call, which could have led to that "wellness check" or whatever being much more dangerous and/or hilarious.
