Dutch farmers grow a lot of vegetable and cereal crops as well. Integrating animals into cropping systems is the only way to move away from our reliance on mineral fertilizers.The thing is that the Netherlands are the biggest exporter of meat in the EU. Most of those farmers aren't crop farmers but animal farmers. You don't need meat to keep your population fed.
Fallow fields are the worst thing for soil health. CRP pay farmers to not farm shitty ground. While not the same as fallow ground, it also doesn't generally improve soil health.it also helps the industry to leave fields fallow for a number of years to replenish the soil.
