Maybe the gunman only obtained part of the shotgun through his contacts rather than the entire thing, unless the JSDF are so drunk in peace they are told to make their own guns and just wing it if badmen come knocking.

Japan elections are in three days, he was out campaigning for his party. This is what I have read anyway.
Does japan allow their ex-prime ministers to run indefinitely or was he just supporting other candidates like Trump?

As we saw from the unfortunate events in Halle, building your own working high-pressure smokeless powder ammunition is much harder than making a slam fire shotgun with two pipes, a pipe end, and a nail.

I wouldn't be surprised if the more coast-guardy elements of the maritime arm of the modern imperial japanese military have shotguns. A lot easier to steal ammo than guns.

I'm not sure how it works in Japan but in an article from Reuters, they said the LDP at one point was thinking about changing their rules to allow him a 4th term in office but I'm not sure how seriously Abe thought of it.

I'm surprised the cops didn't just kill him right then and there. I won't be surprised if he's executed live on television in an extremely gruesome way.

If I had to guess, that pistol grip may have at one point been from an actual gun. That's where I'm putting my money until I see a better explanation.

Why even shoot the guy if he's not prime minister anymore? Does the shooter live under a rock and didn't get the memo? This makes no sense.
He wasn't really retired, he is still one of the major players in the biggest political party in Japan. The Japanese have an election in three days and he was out campaigning for his party.
