He has finally filed a Notice of Intent to Circulate Petition for his initiative to legalize brothels in Nevada. He has laid out his "Regulation of Nevada Brothels Act" in great detail, including fees, penalties, and a brothel tax.

• The petition was filed 6/22/2022
• The financial impact statement (analysis by Secretary of State) is pending. That could be an interesting read.
• The next set of quarterly contributions and expenses reports are due on July 15. I will be interested to see if he has received $$ to hire signature gatherers.

He now has until November 23, 2022 to collect ~140,000 signatures, equally divided among Nevada's 4 petition districts.

As usual, he did a crack job of proofreading his own work.

I believe he made the shock jock comment when people called out his "it should be illegal for women to say no to a man with a disability (him)" as advocating rape. He tried to say since it would be legal, it wouldn't be rape, but didn't understand why people got even more pissed, so he went with the "I was only being a shock jock!" angle.

That doesn't seem ideologically coherent to me. But then again, I'm not a brilliant mind like Russ.

Also, the whole tone of this seems weird to me. Maybe it's a limitation of the format -- maybe all petitions read like this, I don't know -- but he's demanding that every city and county allow prostitution. Not that state laws forbidding prostitution be overturned, but that it MUST be legalized EVERYWHERE and that it MUST be implemented in THIS SPECIFIC MANNER. That's... pretty ambitious. Some might say aggressive. Like, Canada decriminalized cannabis, but there's no law that EVERY city MUST provide a headshop. It's just that there's no longer a law against it (and different parts of Canada have different local laws/bylaws to handle it).

But I guess if prostitution was just decriminalized, some uppity hooker might advocate for a model other than the brothels, and we couldn't have that. If Russ can't complain to management/invoke the ADA to get his dick sucked, then it's no good. What's the point if you can't at least theoretically force women to fuck you against their will? It's his vision, dammit. Let the man have his fruits!

Court Assigned was what I was trying to say. I don’t think they sought him out, just saw whatever claim they saw as a usually open/shut case, then RUSSELL

I’m going to have to spend some time reading up on US law; a lot of my assumptions are based on the state being the one to file most criminal charges (felonies), civil is everything else

I believe they did seek him out as they actively look for cases that they can press at the appeals level attempting to weaken section 230.

And yes, civil court throws all sorts of wrenches into the works. From burden of proof to the types of filings to when counsel is appointed. In certain jurisdictions if you file pro se and in formera pauperis, you get assigned a court appointed lawyer. This actually cuts down on lawsuits like Russ' because the lawyers still have a duty to not bring frivolous suits to court - which means this case might not have even gotten to being served if Russ had filled this in some jurisdictions. Too bad he didn't file in Illinois.
