Near the end of June Ralph began stating that he would be moving and leaving from Richmond, Va. After the initial statement he's continued to become more unhinged and hostile to the point of threatening to lose his own son in order to protect his new address.
From this we also know he has certainly left Virginia.
A few fast things to consider:
1) His suspended sentence still has about 6 months left on it and would legally be obligated to update his address with the VA courts.
2) If you are the subject of a DVRO you are legally obligated to update your address.
3) You are legally obligated to update your primary residence on your license within 30 days of moving.
4) In all of these incidences you are not allowed to use a PO Box or forwarding address. It must be your actual residence.
5) His lawyer in CA promised the family courts that he would turn over his financials the last week of June. He did not. His lawyer has now mysteriously gone on vacation until July 18th.
Later, during his escapades with Baked Alaska over July 4th weekend, he made several bizarre overtures about possibly looking at new locations and being Fedexed a package relating to his move. Originally people assumed that he was going to be living in the Tampa area. After him supposedly catching an early flight on July 8th he began tweeting from he central time zone claiming he was in his new place.
Edit: Before we get into all this, a lot of people are jumping up and down pointing to addresses connected to Ralph thinking they found him when all they found are his previous addresses. I am posting a list of previous known addresses we know he no longer lives at here:
After doing some digging I came to a few interesting pieces of information regarding he and his family.
This led me to looking into Howard Ralph. For those of you who are unfamiliar with Howard, he is the uncle that transferred the swamp land to Ralph as well as gave him PawPaw's Crackerjack ring. Howard has a history with some decently successful investments and owns several properties.

This second house was previously owned by Clyde Ralph, Ethan's PawPaw.
Finally you'll notice that in previous properties Howard has owned, they have been part of a trust:
My current theory is that Ralph is now living in a property owned by his Uncle Howard or a trust owned by Howard for a few reasons:
1) To avoid having his name on a property and thus avoid detection.
2) To hide from the courts and police, etc.
3) Pay cash under the table in order to protect his finances. Due to potential future legal obligations.
These all exists between West Memphis and Nashville.
As the Gunt Hunt continues I will keep this OP up to date as best I can. As locations are permanently ruled out I'll hide then under spoiler tags as eliminated and add new possible locations..

BIG OL'UPDATE:
It appears through the course of discussion, interest has fallen upon Ralph's other hobbit friend Michael Sisco. Wouldn't you know it, Sisco wasn't always an aspiring failed Congressional candidate, he was also a realtor! Imagine the luck coincidence! Mr. Sisco has access to and attempts to sell cheap as properties in the south Baltimore suburbs.
First up I am listing all of Sisco's known address's in the last 20ish years which is a wild list in and of itself:

These properties seem to all be listed between 2019 and 2020. While most likely these specific properties are not the likely locations, they do serve as a guide to the possible area which Ralph might exist in.
Here is a map of primary areas Michael is/was active in with real estate as well as personal residences:
Areas are marked in red. I also highlighted the BWI airport in blue for context.
I think the Baltimore area just became much more likely.
