Hard to say if it is or not, but it looks like it is on both sides. A lot of times those with very fair skin can develop hyperpigmentation with age. If there are thyroid problems on top of aging, it can be worse. For some women it can take not only color correction but also something like Dermablend to cover the discoloration. Some medications and other medical conditions can calso cause this. As it appears to be both eyes, consistent and not mottled like a bruise, my guess is hyperpigmentation from genetics, age, or medical condition.

Just because it’s both sides doesn’t mean they aren’t bruises, but yes, from those brief pictures it could be either. The thing is, a real black eye like that will swell up noticeably. So if she doesn’t appear on camera for a while, or if she does, with makeup but looks swollen, it will show what’s going on.
