Crime 14-Year-Old Charged As Adult With 3rd-Degree Murder In Connection To Fatal Beating Of 73-Year-Old Man: Police - Attorney of the boy asked the magistrate judge for leniency. The attorney says he just recently graduated middle school and cited that he did not have a prior criminal record or any school disciplinary actions.

PHILADELPHIA (CBS) — A 14-year-old boy who turned himself in to police Monday in connection with the beating death of a 73-year-old man in North Philadelphia has been charged as an adult with third-degree murder and criminal conspiracy. He lived just blocks from the attack.

Security video shows who police say is a teen boy holding a traffic cone winding back before he strikes an elderly man from behind.

Police say the boy in the video is 14-year-old Richard Jones. He turned himself in to authorities with his younger brother Monday. Jones is being charged as an adult with third-degree murder and conspiracy in connection with the victim’s death.

A source tells Eyewitness News that 14-year-old Jones had his 10-year-old brother with him at the time of the incident in the early morning hours of June 24. Police confirmed that the brothers were questioned on Monday, but the 10-year-old was later released. Police haven’t yet said why.

The attack happened June 24 around 2:30 a.m. on the 2100 block of Cecil B. Moore Avenue. Surveillance video shows the group of four males and three females taunting and striking 73-year-old James Lambert with a traffic cone. Lambert died the next day from injuries to his head.

Jones’ attorney asked the magistrate judge for leniency. The attorney says Jones just recently graduated middle school and cited that he did not have a prior criminal record or any school disciplinary actions, adding that some sort of altercation happened prior to what was seen on video released by police.

Family and friends of Jones refused to comment to Eyewitness News as they walked out of the Criminal Justice Center on Tuesday night moments after Jones appeared before a judge.

In court, Jones’ attorney admitted her client threw a cone at Lambert, but that it hit the 73-year-old in the shoulder.

His attorney also claimed that it followed an altercation with the victim that was not seen on camera as the group of juveniles was leaving a rec center along the 2100 block of Cecil B. Moore after playing basketball. She also says a girl also seen in the video threw the cone that struck the victim in his head. Lambert died the day after the attack.

Jones’s attorney did not answer Eyewitness News’s questions, but in court, she told the judge her client had won a community service award, played football and worked as a summer camp teacher. She asked for him to be released to his family.

The judge refused and set bail at $750,000.

Jones is being held at a juvenile center until his preliminary hearing, which is scheduled for July 26.

Crime scene tape is still left behind where the attack happened before Lambert’s life was taken from him and just across the street from a community garden where volunteers give back. They provide free food to this underserved neighborhood.

It’s a much different scene than what happened nearby late last month.

“When I saw that video my jaw dropped, my heart sunk,” Sanctuary Farm Executive Director Andrea Vettori said. “And you just have to wonder, why?”

Police sources tell Eyewitness News a girl that was involved in the attack is expected to turn herself in on Wednesday morning.

The city is offering a $20,000 reward for information that leads to an arrest and conviction in the case.

I feel like this is a poor fit and I would ask you to define "accountable" here. Yes they might know it's wrong, but they're also underage little shits. You cannot make rules to effectively address a demographic that on average, has some portion of the population pathologically breaking them. If there's more than empty space between your ears you already know this to be the case with dating apps. You know exactly how the verification (doesn't) work. If you willingly choose to ignore that risk and get "fooled" into committing a crime, that's on you. The kid's parents should punish the kid but this just reads like trying to excuse pedos.
The reason this isn't the case is because it'd be the immediate excuse of every adult ever. Unfortunately it does lead to fucked up cases like the 3d guns guy where he was apparently catfished on an 18+ escort app but the law as written made it his responsibility legally for not knowing the girl lied about her age.
I don't like pedos, most people don't like pedos and obviously don't want to see kids get fucked up in that way. Guess what though? The world isn't perfect whatsoever, and we now have a culture where being a "slut" isn't supposed to be a bad thing. Young girls through the last thirty years have only become more sexualized, whether they "wanted" to be or not. I don't think a lot of people realize how common this sort of shit is becoming, the fact that the law doesn't bother to protect the innocent (even if leads to not-so-innocent sexual shit), is stupid in itself. I knew too many people growing up that thought that sort of shit was okay to do because they 100% knew that even if they were caught they were the "innocent" ones in the end of it. These are the same types of people who thought people their own age just weren't "mature" enough, yet getting mixed up with 20-something losers was the better choice, and yet I'm supposed to feel bad for them when it goes too far?? Also, I'm tired of hearing the excuse of "Well, adults should just know if someone is a minor by how the minor looks!" Dude by the time I reached middle school I knew of girls who already had more than developed tits and hips, and boys who could probably get away with not being carded for alcohol due to height/facial hair. That's only in middle school (12-14 years old), fucking high school? By that point many of us were getting mixed up with college kids ("Wait, you're not in college? You look so much older!"). You're an absolute liar and/or retard if you think this could've never happened.

There are people who now make it a point to talk about their stupid teenage decisions, even if they're in the legal grey area, because the adults now in their 20s-30s who did that shit as minors now are psychologically affected by it. If ONLY mom or dad checked their phones, if ONLY the adult did something is always what is fucking said, even though I know for a fact most fucking people by fifteen years old have basic common sense. For every story that comes out about a minor and an adult getting mixed up with one another, there are hundreds of more stories that you probably will never hear about because at the end of the day the legal system was completely unaware of it. This isn't even scratching the surface when it comes to sexual fiascos like this, because when it happens in a school setting only between minors (example: unsavory sexual Snapchats being passed around) little to nothing is done about it, at least from my perspective of witnessing it in a Cali school system.

My biggest point is, if a minor is aware of wrongdoing but they do it anyway, no matter what the fuck it may be, there needs to be some sort of consequence. I'm absolutely tired of this "slap on the wrist" type shit, when there needs to be more done to go against this shit.

No RECORDED history of violent acts. There is bound to be a lot of violent acts in his history, he just never murdered anyone before so he just kept getting away with it because he is a minor.
A normal person with no violent past just does not go out there out of the blue and murders someone because they are bored.

With Krasner as DA it's a toss up if this boy, who was a good boy and didn't do nothing, gets off basically scot free or faces a slap on the wrist.

You keep it getting it backwards. Helicopter pilots are on the right, co-pilot on left. Sikorsky trained everyone to fly on the right as he sat in the left seat, and so they trained everyone after them to fly the same way they were taught.
