The Bible has a lot to say about forgiveness and repentance, and how God approaches forgiveness/repentance and how Christians should. Divine forgiveness of sin (which can come only from God) requires genuine repentance from the sinner. There are books that have been written on what such genuine repentance is so let's leave it at that. Forgiveness between two people does not require repentance from the offending party. In fact, Christians are commanded to be forgiving even as the other person mocks or spites you. He might have a poor understanding of the first few verses of Luke 17, which are not only about forgiveness but keeping fellow Christians within your social circle/group. So according to Luke 17, Christians are to keep other Christians within their churches as long as they are repentant of sins. A Christian who is unrepentant of sin will be a bad influence on the rest of the congregation and should be cast out.
