Fair, but I think it would have been cool for some of the Johto leaders to use more of the respective Pokemon from that region.
But they do use Pokemon from the Johto region. They just don't use a whole lot of new Pokemon. That's what you probably mean
The new Pokemon introduced in Gen 2 weren't really meant to stand-out from the already-existing cast from the previous generation. They were just supposed to be some new Pokemon that were just kinda there. Not necessarily "Johto Pokemon" from the "Johto region", like how a lot of fans like to treat it. Game Freak wouldn't start making a big deal about the new Pokemon of each new generation, until the release of Ruby and Sapphire. That's why Gen 2 Pokemon aren't prominently featured in Gen 2, as counterintuitive as it may sound
tbh, I kinda prefer it this way. The way modern Pokemon games emphasize new Pokemon just seems kinda forced to me
Also, Gen 5 was when Gym Leaders/Boss Battles started going downhill, imo. Despite it being my favorite generation, Gen 5 started the trend of Gym Leaders only having a maximum of three Pokemon, and Elite 4 members only having four Pokemon. Often with movesets containing less than four moves, and a lack of items. Also doesn't help that they made the AI in recent games more retarded. That, combined with forcing Exp-All on your team just makes the recent games mindnumbingly easy. Even for the game's target demographic of retarded kids who just want to play on they smartphone apps and shit
Imo, the Pokemon game with the best Gym Leaders was Emerald. The Gym Leaders in that game actually felt like a challenge you had to prepare for, since they were given good Pokemon/movesets you would have to look-out for
I sperged-out like hell on this post, but I'm just kinda disappointed with the current state of this franchise, and I think it has way more potential than what Game Freak is doing with it. Nowadays, I mostly just play romhacks, and I rarely bother with the official games. With the last official games I bought being Ultra Sun and Ultra Moon. Though, I may buy Legends: Arceus, at some point. Just because the concept is actually pretty novel, even if the game itself is supposedly a giant mixed-bag. I'd still support it over the current mainseries status-quo
