What blows my mind is that each of these quarter wits has had at least 11 years of taxpayer funded education - can we get a refund?

In a lot of cases, they never went to school. They were roaming the streets, causing havoc, while their parent(s) were out of their heads on drink or drugs, or simply didn't care where they were, as long as they weren't under their feet. I have to go to a housing estate which is populated with these kind of people, and it's really scary. These kids are feral, and have no respect for anyone or anything.

It's hardly 'urgency', it's been three months. The hail-Mary appeals to foreign bodies to intervene are not really supposed to be part of the process.
