Chris has been shielded from consequences his entire life, even now I guarantee he hasn't learned his lesson and if released with conditions he can't go within 500ft of the house or contact her the first chance he got he would violate it. Even if he was capable of following the order,Chris isn't going to be able to function manage a budget, pay bills ect. Before they allow him to run wild he needs years of therapy and corrective behavior in hospital or facility that can address his issues. When (if ever) he shows improvement then he should be released. But that's very unlikely.
