According to a thread search, there's only a few mentions of Hartford or HHC, all of which are recent:

Most of the sites listed on that locations page are either part of the main hospital complex (in the middle of Hartford, the state's capital city), or they're smaller clinics and outpatient offices dotted around the surrounding towns. If Sappho lives near and gets services from HHC, then "the hospital" he was referring to is almost certainly going to be a reference to this spot.
Again, though, it's kind of weird, because if he's a veteran (as he claims), he'd likely be getting his healthcare services through the VA.
The VA does refer people to private and state hospitals, if they live too far away from a VA to get treatment - although they're also perfectly happy to bus people from up to two hours away. Connecticut's main VA, in West Haven, is about an hour away, while the Newington VA is only about five miles down the road from Hartford Hosptial (and runs shuttles to West Haven several times a day).
It's also possible that Sappho just decided to say "fuck it" and have nothing to do with the VA healthcare system - which is not uncommon, especially for younger vets. Assuming he's got another way to pay for healthcare.
If he lives in Hartford or one of the surrounding towns AND decided to cuck to socialist healthcare, then the Newington VA is the closest veteran's hospital, although it's not a fully-featured, fully-functioning hospital. I'm not even sure if it has an emergency room; mostly just offices. And if he'd been there, he'd probably know it's not an ideal spot to stage a dramatic, memorable, farewell tour. (West Haven is a proper hospital, but I doubt he'd drive all the way to Long Island Sound just to have a wobbly and shoot himself in his car)
