According to a thread search, there's only a few mentions of Hartford or HHC, all of which are recent:

I'm not even sure if it has an emergency room; mostly just offices. And if he'd been there, he'd probably know it's not an ideal spot to stage a dramatic, memorable, farewell tour. (West Haven is a proper hospital, but I doubt he'd drive all the way to Long Island Sound just to have a wobbly and shoot himself in his car)

So, originally, he was likely prescribed the medication during his stay and was at least recommended their outpatient program. Whether he uses Hartford for outpatient is a guess, but clearly from the two users who called the emergency line, they knew:
A. Exactly who was being referred to
B. Were successfully able to request police assistance
It's not in thread but the second call resulted in them saying they'd been called once previous (person in thread) and that police were actively searching.
