IIRC, earlier in the thread it was stated he got all of his belongings back from the police, and lucas himself said he bought new phones (and computers) the day of the warrant being served.

I don't know, I don't follow this troon very closely however in digital forensics they usually take a snapshot of all drives/cloud data though I don't think they would return the devices if they were still investigating them. That would be incredibly stupid and unusual afaik.
A lolsuit will have no effect unless he files it in the glorious US of A. Besides the fact that there is no evidence of course. Even if we make generous assumptions and assume he did file it in the US and the swatter used KF and the feds found who it was, a lolsuit would still have no effect because you can't sue the forum for something that a user did. That's like suing the cafe for a customer brandishing a gun inside it.
