The thing your not taking into account with this is that Cover has a tendency to space debuts of their various branches no closer than 3 months apart, for example HololiveID gen 3 debuted at the end of March, Tempus debuted roughly 3 months later. With additional branches, new additions to each branch seem to be coming at a slower pace. So if Hololive EN does debut new talents, it'll likely be mid to late October at the earliest.
