I think some of the non-US members here don't know how local government works in the USA.
The way I understand it you can only vote for a city government if you live within the city limits, and those limits are fixed. If the city expands in size that adjacent area can be incorporated as another city, and have its own municipality which is completely separate from the original city. This is why people say that the inhabitants of the suburbs don't have a say in the central city municipality - they are literally unable to vote there.
If I got some of this wrong, please correct me. I'm also not from the US.
In most other countries things don't work like that. (Maybe London and its "Square Mile" shit are similar, but that nonsense is completely autistic.)
The usual situation outside the USA is that suburbs are incorporated into the parent city and their inhabitants vote for and can become candidates for election to the municipal government.
