EDIT: From a cursory glance of a London based Walmart (since they have delivery contracts with Uber Eats), there doesn't seem to be any jugs in that size.

Can't speak for the east but on the west coast I have never seen a bag of milk at a grocery store or any store for that matter. 4 litres in jugs is the standard.
