He probably thought that Melina could have her own "Redemption Arc" if she apologized for having the audacity to be mad at him, The Good Guy (TM), and groveled for forgiveness.
Now he plans on using his resources to harass another target and open one of his person enemies up to illegal action because he's the Good Guy and we're the Bad Guys.
