I'm not convinced, because there's no way all but the most EXTREME of NPC's could handle such a rapid, and negative, position reversal. One of the key things for NPCism is that the actual impact on them is minimal. Going with the current narrative when they're still 'safe' is easy. Going with the current narrative was significantly harder when it was gas prices, coming out of their pocket, but blaming Putin took up a lot of the slack.
The problem with trying to hard pivot the NPC's into antivaxxers is that;
A: They have spent huge amounts of time, effort, and money establishing extremely clearly - Anyone who is not pro mandatory vaccination is a monster who wants grandma to die, and Trump was painted as the extreme beacon of antivax, just off his "Its a good idea to get it, but you don't have to get it" positioning. Opposite, Biden and Democrat mayors were painted as heroes for pushing increasingly draconian vaccination mandates. Flipping that switch hard is going to shake a HUGE number of people right off the boat.
B: The negative consequence here, if the Vax does have widespread significant effects (Whether it does is irrelevant for this measure) and they are actively admitting it in an effort to pin it on someone else, is that it means all of the unvaxxed are fine and don't care, and all the vaxxmaxxers just got told they have been fucked by the vaccine to whatever degree - While also being asked to swallow a pill that its totally the fault of the guys who told you not to take it, not us.
I just don't think its possible to pivot the blame for such a polarized ideological controversy that literally defined society for years and causing mass injury completely around, without shattering the vast majority of NPC's out of their funk. None of this little padding will do a fucking iota about this. It would be like trying to get infected black people to blame the Black Panthers for the Tuskegee experiment.
If this is it, this is the worst attempt to soften a blow I've seen since I watched some guy try to punch a knife to avoid getting stabbed, only to end up driving it right down his forearm and dying of massive arterial bleed.

Have you actually read 1984? Or met NPCs? They handled the position reversal the first time, when even prominent Democrats went from calling the vaccine unsafe and telling people that Trump was going to kill people to win the 2020 election, to 'safe and effective' and 'no jab, no job'. They'll handle the position reversal just as well the second time

If only they could, but they actively stopped anyone questioning the pharma companies. If they come out and try and accuse the pharma companies of deceiving them, all that lobbying money will go into a public information campaign to make sure every twitter, facebook, and youtube user NPC sees every document where the government waived off concerns, approved bad actions, and actively worked with them to suppress things - Anything spicy and damaging to the government can just go through 'whistleblowers'. The problem with relying on media and donor control is you can't make the donors shoot themselves.
Hits the above wall, plus it implies directly that every single democrat is a Russian puppet, if they so willingly did Russia's bidding in suppressing all the above information.

There's a cost to those flips tho, every time they flip the switch they loose more and more people until they are left with nothing but a minority of the craziest most rabid mouth breathing retards.
They are already struggling to hire people who can do their jobs that they can actually control, hence why there's so many tranny pedos in high positions now.
Every time they switch they loose people who can still think outside of dogma and their position on the pro-vaccine camp was held for too long and with too much fervor, this switch to anti-vax will cause too much cognitive dissonance on the non-dogmatic supporters

The amount of people that actually wake up when the Establishment reverses itself and does these wild swings in policy is equivalent to a salami slice. It's a very small number of people.

I had an early introduction to the levels of horror that dementia can bring to the person who has it. They become prisoners in their own minds. It doesn't always follow the same course but for many of them the shifting in reality becomes terrifying because a small sliver of their withering mind still recognizes things are not quite right but they can't help it. I've seen it bring men and women who were formerly competent, well respected, eloquently spoken members of society and have them leave this world after years of soiling themselves and drooling in confusion, sometimes waking up thinking they've reverted back to childhood, sometimes inventing entirely new realities for themselves.
As the disease progresses further even these imaginary realities begin to crumble. At some point along the disease timeline there is a "last moment" where they tend to recognize on some level that it's all over.
I hate cancer like anyone but I truly hate dementia. Imo few other diseases are quite as horrific in their effects because it doesn't just rob you of your physical health, it robs you of your mind, your ability to even recognize day or night etc. You can still have quality of life in a wheelchair. You can still have some measurable even if shitty quality of life with many cancer treatments. You cannot have a quality of life when your brain is mush and you shit yourself in fear every night because you forget your own name.

And they don't hard flip either, the 'Salami Slice' is a good description for the fraction who go from hard dem to hard repub, and they're probably fucking idiots to be swung so widely at any point. They dump off into the moderate pool, which is a huge win for republicans still just because moderates actually use their brains and think about what they hear. They may still dismiss republicans cuz they hear "they're racist" and don't have much evidence to debunk it, but they also hear the wanton lies and redirections from the dems, say "fuck that noise" and probably just decide to not vote, or write in a cheese candidate or the like. But at least when they're thinking and listening, they're actually able to move away from insanity.
