There's that, and you can get by with not even needing Cloudflare in some cases. Providing your network has protection for network-layer attacks that consume excessive bandwidth or other resources you can't mitigate yourself, a powerful server or load balancer with software like fail2ban can integrate with your webserver to ban problematic IP addresses that regularly break throttling rules. Cloudflare and DDoS guard do this too (with the option of CAPTCHA to prove you're human) and it seems they only exist to make it easier. Much easier, but my point still stands.
